Hi Steve,
I agree that this is a big problem and we are researching blog hosting services to see if we can figure this out. I've also contacted James Farmer about this issue and will be sure to share what I may learn from him, their organization. Do you have suggestions that might help us?
I look forward to hearing back from you,

Well, I have not had a chance to digest the guidelines yet, but my first suggestion is when selecting a blog hosting service, look for one that is accessible...specifically one that does not use a graphical-only CAPTCHA (the anti-spam script). This blog won't allow someone who cannot see (e.g., using a screen reader) to post a comment. Here's a link for more information on this topic: http://www.afb.org/Section.asp?SectionID=57&TopicID=167&DocumentID=3153

Once I have a chance to read the guidelines, I'll see if I have something else useful to add.

Hi Linnie,
Thank you for your suggestions. If you look at the Table of Contents, I added instructions at the top to hopefully make it more user-friendly. Does that help? Do you think we should have a link to the downloadable word version on each page of the Guidelines?

Consider making the Word download version more accessible. Link the Table of Contents and space them out.
